New Customs Rules for import of solid waste material in China 17/08/2009

China Customs implemented new rules for import of solid waste material in China. Below please find translation of their announcement dated July 30, 2009:

More strict control for import of solid waste material inspection
In order to have more strict control for import of solid waste material inspection wherever there is container X-ray scanner (H986) installed in individual customs house (mainly in base ports like Shanghai, Xingang, Yantian etc), all containers with a/m cargo 100% must be gone through scanning. If customs house without H986 (most probably small inland destination like Changshu, Taicang, Dongguan etc), all containers 100% must be devanned for physical inspection by customs officers.
 
More strict control for import of solid waste material in customs bonded area
Each customs bonded area should have adequate space, forklift, front-loader, trucks, chassis, manpower etc for cargo inspection mentioned in point 1. For containerized cargo, inspection is needed to go through H986. If there is no H986, 100% cargo inspection manually.

More strict control for daily operation
Each customs house should tighten the control of cargo manifest checking as well as bonded trucks etc.

Above mentioned rules are applicable to all destinations in China for import of solid waste cargo including wastepaper, metal and plastic scrap etc.

With huge amount of waste material being discharged every day by all vessels there is extremely big pressure for customs house and terminal operators to have extra space, forklift, trucks, chassis, manpower for such kind of inspection before clearance. Therefore please be aware of problems that wastepaper, metal and plastic scrap cargo receivers are now facing, i.e. extra idling time for cargo inspection and extra cost for cargo inspection.
